What is a material reconciliation statement on a construction site?

A Material Reconciliation Statement compares how much material should have been consumed for the work actually executed against how much was really consumed. It is prepared periodically — usually monthly — and is the standard control against theft, wastage and over-ordering on site.

What is in the material reconciliation statement workbook?

  • Project Details — project particulars and the reconciliation period.
  • Consumption Norms — material required per unit of each item of work. You supply these.
  • Theoretical Consumption — executed quantity x norm, calculated per item and totalled.
  • Reconciliation — actual against theoretical, with variance per material.
  • Filled Sample — a worked example for one month of an RCC building: norms, theoretical consumption and the reconciliation against actual.

How does the material reconciliation statement sheet calculate?

  • Theoretical consumption = quantity of each item of work executed × its consumption norm, per material, totalled across items.
  • Actual consumption is a balancing figure: opening stock + received − returned or transferred out − physically verified closing stock.
  • Variance = actual − theoretical consumption. Positive means more was used than the norms allow; negative means less.
  • Variance % = variance ÷ theoretical consumption.

Worked example from the sample sheet (illustrative norms, not recommended values): 148 cum of RCC at an example norm of 8 bags per cum, plus brickwork and plaster, gives 1,319.1 bags of cement in theory. Opening stock of 400 bags + 1,200 received − 240 in closing stock means 1,360 bags were actually consumed — a variance of 40.9 bags, or 3.1%.

How do you use the material reconciliation statement template?

  1. Fill in the project and period on Project Details.
  2. On Consumption Norms, enter the norm for each material against each item of work, taken from your rate analysis, mix design or agreement. Record the source.
  3. On Theoretical Consumption, enter the quantity of each item executed during the period. Material quantities calculate from the norms automatically.
  4. On Reconciliation, enter opening stock, receipts, returns and physically verified closing stock for each material. Actual consumption and variance calculate themselves.
  5. Investigate every material outside your acceptable variance and record the reason and the action taken before signing.

What should you check before relying on the material reconciliation statement?

  • Norms are deliberately left blank. They vary with mix design, specification and the schedule of rates in your contract — a wrong norm makes the whole statement wrong.
  • Closing stock must be a physical count taken on the closing date. A book figure defeats the purpose of the exercise.
  • Rows on Consumption Norms and Theoretical Consumption are linked by position. Insert or delete rows on both sheets together.
  • Material issued to sub-contractors on a recoverable basis belongs under "Returned / Transferred out", not under consumption.
  • Rates are not supplied with this template. Enter rates from your own schedule of rates or market quotations; any figures on the sample sheet are illustrative only and must not be used for real estimating or billing.

What does each column mean?

ColumnWhat goes in it
S. No.Row number. Rows here and on the Consumption Norms / Theoretical Consumption sheets are linked by position — insert or delete on all three together.
MaterialThe material being reconciled — cement, steel, sand, aggregate, bricks, and any you add.
UnitThe unit the material is stocked and issued in: bags, kg, cum, nos.
Opening StockPhysically verified stock at the start of the period.
Received during periodTotal quantity received into store during the period, from the stock register.
Returned / Transferred outQuantity returned to supplier or transferred off site — including material issued to sub-contractors on a recoverable basis.
Actual Consumption (bal. figure)Auto-calculated. Opening + received minus returned minus closing — what was actually used.
Theoretical ConsumptionAuto-calculated from the executed quantities and your consumption norms — what should have been used.
VarianceAuto-calculated. Actual minus theoretical. Positive means more was consumed than the norms allow.
Closing StockPhysically verified stock at the end of the period. A book figure defeats the purpose.
Variance %Auto-calculated. Variance as a percentage of theoretical consumption. Investigate anything outside your contract's acceptable band.

A reconciliation is only as good as its source records. The cement consumption register is the daily document the cement line on this statement is checked against, and the material receipt and stock register is where the receipts and closing stock for every other material come from.

Questions

What is a material reconciliation statement?

It compares how much material should have been consumed for the work actually done with how much was really consumed, material by material. It is usually prepared monthly and is the standard control against wastage, theft and over-ordering.

How is actual consumption calculated?

As a balancing figure: opening stock + material received - material returned or transferred out - closing stock. The closing stock must be a physical count taken on the closing date.

How is theoretical consumption worked out?

Quantity of each item of work executed multiplied by its consumption norm, summed across items. The norms come from your agreement, mix design or rate analysis; the template leaves them blank on purpose.

What is an acceptable variance in material reconciliation?

It is set by the contract, not by a universal figure. Investigate any material outside your acceptable limit and record the reason and the action taken.

What does a positive variance mean?

More material was consumed than the norms allow for the work done. Common causes are wastage, theft, unrecorded work, an incorrect norm, or a wrong closing stock count.
